UBOS DEPLOYS 1,000 TO COLLECT EDUCATION BASELINE CENSUS

Uganda Bureau of Statistics has deployed 1,100 field data collectors to complete data collection exercise for the Baseline Education Census 2025.

The “Uganda baseline census 2025” refers to a nationwide Baseline Education Census launched by the Uganda Bureau of Statistics (UBOS) and the Ministry of Education and Sports to collect data on all formal schools, learners, and staff. Data collection began on April 7, 2025, in the Greater Kampala Metropolitan Area and was rolled out to other regions, with a goal of improving education statistics, infrastructure, and resource planning. The census aims to address issues like “ghost pupils” and provide accurate data for policy decisions. 

According to Didacus Okoth UBOS Principal Public Relations Manager the team has been deployed in the subregions of Acholi,Bunyoro,Karamoja,Kigezi,Rwenzori,Tooro and west Nile.This follows the end of industrial action by the government primary school teachers who had been on strike Since the beginning of the third term.

“The team will collect data starting today 27th October 2025 and will end on Thursday 30th to enable preparation of the primary seven candidates who are scheduled to start their exams by 4th of November,”

According to Okoth,the team will visit all primary schools and will collect information on the following learners information,teaching staff information, on-teaching staff information ,insitutions indentity,insitutiiojs location and infrastructure.

Uganda Bureau of Statistics has appealed to the general public,head teachers of primary schools as well as the local government authorities to cooperate with the census enumeration.

“in aspecial way UBOS appeals to all parents of the learners to support the exercise by availing learners with their correct date of birth,national indentification numner and learners indentification number.UBOS remains committeed to coordinating the national statistical system and providing quality systistical services that support development processes,’Okoth Stated.

The scope of Education Baseline Census

To  generate accurate and reliable data on the education sector for better planning.

To create a comprehensive list of all formal educational institutions, from pre-primary to university, and to count all learners, teachers, and non-teaching staff.

To collect data on school infrastructure, such as classrooms, laboratories, and sanitation facilities.

To gather information on teaching and learning materials, water, and energy sources.

To tackle problems like ghost schools and learners, and to improve data consistency for planning and resource allocation. 

Data collection details

Information is collected on institutions (name, EMIS number, operational status), human resources (learners, teachers, staff), and physical resources (classrooms, textbooks, facilities).

Details like name, date of birth, sex, and learner identification number are collected. For older students (Primary Six and above), individual interviews are conducted.

Phase one Started April 7, 2025, in the Greater Kampala Metropolitan Area (Kampala, Wakiso, and Mukono).

The exercise expanded to other regions in phases throughout 2025. 

 Parents are asked to send their children to school during the census period and provide accurate information, such as their National Identification Number (NIN) and date of birth.
