Members of Parliament from the Tooro Sub-region, led by Agriculture Minister Hon. Frank Tumwebaze, visited the Patriotic League of Uganda (PLU) Office of the National Chairman in Nakasero to formally endorse PLU Chairman Gen. Muhoozi Kainerugaba for the 2031 presidency.
The delegation met with PLU leadership, including the Head of the Chairman’s Office, Daudi Kabanda, and Director of Mobilisation Michael Mawanda, to align with the organization’s regional and national agenda.
The Tooro declaration follows a series of similar regional endorsements, including recent backing from five Ankole sub-region MPs and support from Sebei leaders. More than 15 ministers and over 200 MPs have now pledged allegiance to the PLU.

The PLU officially kicked off its national presidential endorsement drive on September 1, 2026, under the theme “Muhoozi Gwe Akimala.”
The primary nationwide goal is to collect 20 million citizen signatures via physical endorsement books across 146 districts and an online portal by September 2027.
Tooro remains a longstanding National Resistance Movement (NRM) stronghold, with the party retaining all District Local Council V chairperson seats in the 2026 local government elections.
Gen. Muhoozi Kainerugaba is the Chief of Defence Forces of the Uganda People’s Defence Forces (UPDF) and the eldest son of Ugandan President Yoweri Museveni. Leading the PLU (formerly the MK Movement), he has announced his intention to contest the 2031 general election to succeed his father.

The Tooro sub-region is a prominent geographic, cultural, and political area located in Western Uganda. It is physically coterminous with the historic Tooro Kingdom (Obukama bwa Tooro), with its cultural and administrative heartbeat centered in Fort Portal City

Minsa Kabanda, Minister for Kampala and Metropolitan Affairs led supporters from all five divisions of Kampala (Nakawa, Makindye, Lubaga, Central, and Kawempe) in an official city signature and endorsement drive.

Justine Nameere,State Minister for Local Government visited the PLU Secretariat in Naguru to state that presidential lineage should not disqualify Gen. Kainerugaba from running, officially adding her backing.
Musa Echweru former Minister of State for Works appeared at the Kampala PLU offices alongside former Arrow Boys commanders to pledge regional support.
Business leaders Dr. Sudhir Ruparelia,Godfrey Kirumira and Capt. Michael Mukula: Veteran politician and business figure publicly aligned with the broader cross-section of leaders supporting Gen. Kainerugaba.
