The Uganda Police Force has finalized comprehensive security and traffic management plans to ensure the safe and orderly conduct of the Presidential Swearingin Ceremony of His Excellency Yoweri Kaguta Museveni, scheduled for Tuesday, 12 May 2026, at Kololo Ceremonial Grounds, Kampala.
In coordination with sister security agencies,uganda police conducted extensive threat assessments and are operating at a heightened state of readiness.
“Tactical response teams, rapid intervention units, and static security personnel will be deployed across Kampala and along all key routes,”Police said in astatement.
Access to Kololo Ceremonial Grounds will be controlled. We expect Heads of State, invited guests in the VVIP and VIP categories, members of the general public and accredited service providers.
All attendees will be subject to thorough security screening and will be guided to their allocated sitting areas in accordance with the approved sitting plan.
The proceedings will also be aired live on televisions in Uganda and other media platforms to enable wider public participation.
Invited guests will access Kololo Ceremonial Grounds via John Babiha Road (Acacia Avenue) through Elgon Terrace (Heroes Corner Gate) as indicated on their invitation cards or accreditation.
The specific access routes for VIPs, VVIPs, and other invited categories will be communicated through the relevant invitation and accreditation channels and guests are urged to adhere strictly to these instructions.
Certain roads around Kololo have restricted access and will only be used by vehicles with valid accreditation, invitations, or special clearance.
Uganda Police Force further issues the following traffic guidelines;
- Specific routes leading to Kololo Ceremonial Grounds will be limited to the general public except those with accredited stickers. These routes include: –
1) Ssezibwa, Golf course traffic lights, John Babiha Road (Acacia) to Kololo ceremonial ground.
2) From Entebbe International Airport – Entebbe Express high way- Northern bypass, Yusuf Lule Road to Kololo ceremonial ground.
3) Munyonyo Spur- Northern by pass – Yusuf Lule Road to Kololo Ceremonial Ground
- As you approach the Kololo Ceremonial Ground, there will be restricted access:
1) At Wampewo round about, vehicles will be restricted from joining Wampewo Avenue instead they will be diverted to Jinja road to access UMI parking & Phanero grounds.
2) At Golf course Fairway Hotel traffic lights, only VVIPs with RED STICKERS will access Acacia Avenue.
3) At Katikati the general public will be restricted to access the venue and will be advised to proceed to Lugogo traffic lights on Jinja road.
4) At City Oil on acacia road, Vehicles from Old Kira Road and Mawanda road will be directed to Mulago traffic lights.
- Access to parking areas will be strictly limited to accredited persons. All invited guests are advised to clearly display their stickers for easy identification.
- Accessing the VVIP parking will be through Elgon Terrace and park at Heroes Corner at Kololo Ceremonial Grounds.
- The general public is expected to park at City High School, Phaneroo Grounds, UMI, and Millennium Ground. Members of Parliament will park at Parliament, while NRM Secretariat members will park at the NRM Kyadondo offices.
- Entebbe Express Highway & Northern Bypass will be open to the general public and the Traffic police will only effect diversions if need arises at the following Junctions;
- At Mpala, to old Entebbe Highway.
- At Kisubi, to Nakawuka road
- At Kajjansi flyover to Lubowa – Zana.
- At Serena – Kigo, Mutungo – Kitiko and Busabala traffic lights for the public to access the city centre.
- At Munyonyo roundabout to Salaama road and Buziga areas.
Police appeals to all motorists and road users to comply with traffic police deployed along the main and access routes, junctions and roundabouts to ensure smooth traffic flow to the venue and designated parking areas.
Motorists are advised to plan their journeys in advance and follow all directions issued by traffic officers.
To enhance safety and order, certain activities will be prohibited along designated routes. Parking outside authorized areas is strictly forbidden, and vehicles found in violation will be towed to nearby police stations at the owner’s cost.
We further urge motorists to use the roads responsibly, avoid reckless driving, and respect all temporary traffic diversions and restrictions that will be in place. The public is strongly encouraged to remain calm, lawabiding, and supportive as the country marks this important national occasion.
