KCCA COLLECTS 5BILLION COURTESY OF TRADE ORDER ENFORCEMENT

Since the commencement of enforcement of Trade Order by Kampala Capital City Authority (KCCA) on February 19, 2026,Compliance with local revenue contributions has markedly improved,

“Between February 19, 2026, and by April 27, 2026, KCCA registered 22,909 new business licenses worth UGX 5.07 billion, compared to 15,628 licenses worth UGX 3.9 billion in the same period from December 2025. This 146% increase is a clear testament to the increased formalization of business activities and enhanced revenue mobilization for our city,”Sharifah Buzeki  KCCA Executive Direcror has revealed.

She however says during the implementation of trade order KCCA has taken deliberate steps to reorganize trade, decongest the city, and improve Kampala’s overall functionality as part of a broader vision to build a vibrant, attractive, livable, and sustainable city.

“The ongoing citywide operation has enabled us to accelerate infrastructure improvements across Kampala. Illegal obstructions have been removed, pedestrian walkways restored, access to roads improved, and public spaces enhanced,”she stated while addresing the media in Kampala.

According to Buzeki major business areas across all five divisions have been cleared of illegal vending and irregular obstructions. The Central Business District, particularly Luwum Street, Namirembe Road, Ben Kiwanuka Street, Nakivubo Road, and Allen Road, is now relatively orderly.

Similar progress is registered in trading centers of Kawempe (Kalerwe–Bwaise), Makindye (Kibuye, Kansanga, Kabalagala, Bunga, Munyonyo), Lubaga (Busega, Natete, Kabuusu, Ndeeba), and Nakawa (Ntinda, Kiwatule, Luzira).

Roads are being marked & repainted, drainage systems repaired and desilted, manholes resealed, Street lights restored and green spaces restored. These interventions are already enhancing mobility, reducing congestion, and improving safety for all road users.

Following recent public concerns on trade order operations, the matter was presented to Cabinet on April 27, 2026 and Cabinet reaffirmed that trade order is non-negotiable and must be sustained.

She however pledged to continue supporting traders through structured alternatives, with thousands of spaces made available in public and private markets.

“We are continuing Enforcement unabated, with all traders required to operate strictly within gazette markets, arcades, and designated trading areas.

Any return to illegal street vending or encroachment on public spaces will be addressed firmly in accordance with the law,”she warned.

“Failure to comply, may lead to penalties of fines, imprisonment, or both. Starting June 1, 2026, KCCA will enforce compliance through the closure of premises and other lawful measures. This initiative aims to restore pride, dignity, and shared responsibility in Kampala,”Buzeki has stressed.

According to KCCA records,of the 2,520 workspaces announced in November 2025, 1,663 are already occupied, leaving 857 spaces available as at 30th April 2026. The, unutilized workspaces, such as in Busega Market where 107 spaces have been unoccupied for over 90 days, are being reallocated under the provisions of the Markets Act 2023.

Kcca Planned Interventons

KCCA is implementing comprehensive reforms to create a more efficient and orderly transport system. Boda Boda operations are being formalized through designated stages, rider registration, and enforcement of operating points.

Taxis are being directed to operate from gazetted parks and terminals, eliminating roadside stages to improve traffic flow.

In terms of transport reforms,Government has permitted Kiira Motors to operate buses in Kampala. The company is now testing the roads as KCCA finalises arrangements for the deployment along the two circular routes by end of May 2026.

“This pilot program involves the deployment of eight electric buses. These will operate along two circular routes (Constitutional Square, Lugogo, Nakawa, Ntinda-Bukoto, Kamwokya, Wadegeya & back to Constitutional Square while the second route starts at Mabirizi in reverse order) aimed at improving connectivity, reducing congestion, and enhancing air quality through sustainable transport,”she explained.

KCCA Boss urged citizens to support structured interventions through recognized institutions that provide sustainable care and empowerment.
