MONITOR GOVERNMENT PROGRAMMES AND FIGHT CORRUPTION,RDCS URGED

In a strong call for unity, accountability and collaborative leadership, Maj. Martha Asiimwe, Head of the RDC Secretariat and Anti-Corruption Unit in the Office of the President, has rallied leaders in Karamoja Sub-region to intensify joint monitoring of government programmes and strengthen the fight against corruption to ensure quality service delivery to wananchi.

Speaking during a district leaders’ engagement in Nakapiripirit and Amudat District’s. Maj. Asiimwe emphasized that the RDC Secretariat and Anti-Corruption Unit were established by President Yoweri Kaguta Museveni in 2018 for quality service delivery with a clear mission: to ensure that government programmes reach ordinary citizens and improve livelihoods at the grassroots.
“We are not here to decorate offices. We are here to ensure services reach the last person in the last village,” she said, drawing applause from district leaders, technical officers, security representatives and civil society actors gathered for the monitoring engagement.
She commended the people of Nakapiripirit and Amudat districts for overwhelmingly supporting President Museveni in the 2026 General Elections and urged leaders to move beyond political divisions and focus on service delivery.
“Elections come and go, but service to the people must continue without division. Leaders must work together across political, technical and security structures to deliver results that matter to the wananchi,” she said.
Maj. Asiimwe stressed that collaboration among Resident District Commissioners, Chief Administrative Officers, District Chairpersons, security agencies, technocrats and community leaders is critical in ensuring effective implementation of government programmes such as the Parish Development Model (PDM), Emyooga, Youth Livelihood Programme and Uganda Women Entrepreneurship Programme (UWEP).
According to the RDC Secretariat, Nakapiripirit District has so far received UGX 12.8 billion under PDM, Amudat District has so far received 4.4 billion that support enterprise development and financial inclusion.
She noted that government interventions are already transforming lives across Karamoja but warned that corruption, poor supervision and misuse of funds threaten progress.
“The fight against corruption must start with us as leaders. Theft of medicines, absenteeism among public servants, misuse of PDM funds and poor project supervision deny wananchi the quality services they deserve,” she said.
Maj. Asiimwe called upon leaders to strengthen routine monitoring of government projects, especially schools, health facilities, roads and water sources, to ensure value for money and accountability.
She particularly warned contractors against shoddy work, saying government would not tolerate poor-quality infrastructure projects.
“H.E the President and the Government of Uganda continue to invest heavily in infrastructure, education and health services. Leaders must ensure every coin allocated serves its intended purpose,” she added.
The Head of the RDC Secretariat also praised the role of the Uganda People’s Defence Forces in maintaining peace and stability, noting that security remains the foundation for socio-economic transformation in Karamoja and the country at large.
She reiterated President Museveni’s message during his inauguration at Kololo Ceremonial Grounds, where he outlined key pillars for Uganda’s transformation, including peace and security, infrastructure development, wealth creation, job creation, improved service delivery and regional integration.
Maj. Asiimwe further urged leaders to intensify civic education and community mobilisation through barazas, radio talk shows and village meetings to help citizens understand and benefit from government programmes.
“Government programmes are not favours; they are rights of citizens. Leaders must educate communities, expose corruption and encourage accountability and patriotism,” she emphasized.
On education, she challenged leaders to address illegal school charges, absentee teachers and misuse of education funds, while also promoting vocational skills and science-based learning among the youth.
She described Uganda’s youthful population as a great asset that must be empowered through entrepreneurship, innovation and skills development.
As the monitoring exercise continues across Karamoja Sub-region, Maj. Asiimwe called for stronger teamwork among political, technical and security structures to ensure effective service delivery and accelerate socio-economic transformation.
“To RDCs, civil servants and security actors, remain professional and serve above self. Service delivery is our priority, unity is our strength, accountability is our responsibility and transformation is our mission,” she said.
She concluded by reaffirming the commitment of the RDC Secretariat and the Office of the President to continue working closely with district leaders and wananchi to safeguard government programmes and ensure that the benefits of development reach every household across Karamoja sub region
