RDCS LAUNCH “PROTECTING THE GAINS FOR QUALITY SERVICE DELIVERY PROGRAM”

As part of NRM mobilization engagement to a shared journey of service delivery, government has launched “Protecting the Gains for Quality Service Delivery Programme”.

Officiating at the launch in Rubanda District,Maj. Martha Asiimwe Head, RDC Secretariat/ Anti-Corruption Unit (ACU)

Office of the President said this engagement is part of a nationwide effort led by the RDC Secretariat and the Anti-Corruption Unit to ensure that every Ugandan whether in a parish, town council, or sub-county has access to correct information about what government is doing, how public resources are being used, and how citizens, can benefit from and participate in these development efforts.

“I want to thank you, the people of Rubanda district for voting H.E the President in 2021 with over 98% and came second to Kisoro in the sub-region and number 18 in whole country. In Rubanda, Kigezi sub region and across Uganda, the focus remains clear: create jobs, increase household incomes, modernize infrastructure, and ensure that all Ugandans benefit from the peace and stability we have achieved. This means getting our people out of subsistence and into the money economy through practical tools like the Parish Development Model (PDM). The President’s call that “everyone must join the money economy with ekibaaro” is being realized,”she stated.

 As of June 2025, government has invested UGX 3.3 trillion into PDM across the country, with each parish receiving UGX 100 million annually. Let’s ensure that this money does not end up in wrong hands. Every one of the 10,594 parishes nationwide receives UGX 100 million annually, directly credited to Parish SACCO accounts.

According to Asimwe the Parish Development Model program funds has disbursed UGX 13,337,553,000bn to 69 SACCOs with 13,441 beneficiaries in Rubanda District.Meanwhile the Emyooga program funds disbursed UGX 2,254,365,568bn to 32 SACCOs with recoveries at UGX 1,136,116,695billion.

In Rubanda District, Youth livelihood Program (YLP) received UGX 920,619,673m to 1,583 beneficiaries, and

Uganda Women Entrepreneurship Program (UWEP) received UGX 614,528,820m to 172 groups with 1,774 beneficiaries, 

She advised Heads of Departments, civil servants,to monitor government programmes so that it benefits citizens.

“Your offices are the first line of defence against corruption. The misuse of funds under Emyooga, PDM, and UPE/USE must not be tolerated. Contractors who deliver shoddy work, absentee health workers, theft of medicines, and illegal land evictions are all signs of failure in supervision. Let us renew our vigilance,”Asiimwe stressed.

“Let us remember that government is not a mystery. It is you and I, working together to make sure roads are built, classrooms constructed, water sources maintained, and our youth employed—not frustrated,”she added.

Asimwe urged  leaders in Rubanda District to educate the masses  on government programmes

“leaders gathered here, DEC members, youth and women councilors, LC3s, cultural and religious leaders, your role in educating the public cannot be overstated. Use radio, barazas, and interpersonal networks to:promote mass registration with NIRA, this important exercise involves replacing the national identity cards that have expired and fresh registration. The I.Ds will be used to identify voters, in the forthcoming elections, to prevent fraud. Therefore, I urge you all to embrace the registration exercise,”

“Let every citizen in Rubanda district know overnment programs are not a favor, they are a right. And with rights come responsibilities. Ask questions, demand accountability, and participate fully,”she added.

In conclusion she urged Leaders to focus on five priorities: peace and security, infrastructure development, wealth creation, job creation, and markets and services, rather than getting distracted by petty debates of opposition who have no direction. 

“Let us all rally behind the NRM’s four principles: of Patriotism, Pan-Africanism, Socio-Economic Transformation, and Democracy,”She stressed.

“Successful leadership is like medicine: diagnose the issues and prescribe the right solutions. Since 1986, the NRM has tackled insecurity, poverty, and institutional collapse, leading Uganda from a failed state to a lower-middle-income country with improved life expectancy to 68.2 years aided by strong immunisation drives and improved water coverage.

The NRM therefore, is the medicine that has worked. When you see people emphasizing “who” instead of “what”, it is an indication of a problem. “Who are you?” is not important in the politics of medicine/ curing people’s problems. What truly matters is understanding the needs of the people rather than societal problems, and how we can work together to solve them,”Asiimwe explained.

Lastly she advised RDCs, civil servants and other security actors to remain vigilant, remain professional, and serve above self. Always remember, we are servants of the people, not masters.
