TAKE ACTION ON PARISH CHIEFS AND PUBLIC SERVANTS OVER CORRUPTION

Permanent Secretary Ministry of Local Government,Ben Kumumanya,has directed district and municipal authorities to take firm disciplinary action against Parish Chiefs, Town Agents and other public servants implicated in corruption, bribery and abuse of office.

In a directive dated 13 July 2026, Kumumanya instructed Town Clerks, City Town Clerks and other accounting officers to urgently institute disciplinary proceedings against officers accused of malpractice and remove them from service where necessary, in accordance with the law.

The directive marks one of the government’s strongest accountability measures targeting frontline officials responsible for implementing key public programmes, particularly the Parish Development Model (PDM).

Kumumanya also directed all local governments to begin submitting monthly reports detailing disciplinary cases handled, actions taken and the status of court proceedings involving public officers accused of criminal conduct, starting with cases handled in August 2026.

The move comes as Uganda continues to invest heavily in decentralised service delivery through the PDM, a flagship government programme aimed at lifting households from subsistence farming into the money economy.

The government allocated Shs 2.9 trillion to the Parish Development Model (PDM) for the 2026/27 financial year, part of a cumulative total of Shs 4.4 trillion historically directed to capitalize 10,589 parish SACCOs nationwide

With the programme operating in more than 10,000 parishes across the country, ensuring accountability at the grassroots has become critical to safeguarding public resources and maintaining public confidence.

In his communication to local government leaders, Kumumanya noted that the Ministry had received numerous reports of malpractice involving Parish Chiefs in different parts of the country, with some officers already arrested and charged before the courts.

“As you are aware, a number of reports have been received about malpractices of Parish Chiefs in your local government. In addition, some have been reported, arrested and charged in courts of law for these criminal activities which contravene the laws of the land,” Kumumanya wrote.

He emphasised that public servants entrusted with managing government programmes and serving citizens must uphold the highest standards of integrity and accountability.

The directive places Parish Chiefs and Town Agents under greater scrutiny, recognising their critical role as the closest link between government and local communities.

Uganda’s decentralised governance system depends on thousands of frontline officers who implement government policies and coordinate service delivery at the community level.

Parish Chiefs and Town Agents oversee government programmes, mobilise communities, verify beneficiary information and support the implementation of development initiatives.

Their responsibilities have become even more significant under the Parish Development Model, where parish structures—including PDM Savings and Credit Cooperative Organisations (SACCOs)—play a central role in supporting household income generation and economic transformation.

Given the scale of the programme, misconduct by a single official can affect hundreds of intended beneficiaries, delay service delivery and erode public trust in government initiatives.

Kumumanya’s latest directive signals a shift from simply receiving complaints to enforcing accountability.

He instructed all Town Clerks and municipal authorities to act without delay against officers found guilty of malpractice.

“In line with the above, this is to instruct you to urgently institute disciplinary measures against the Parish Chiefs, Town Agents and public servants involved in the malpractice and remove them from service as stipulated under the relevant rules and regulations,” he directed.

The order places responsibility squarely on local government accounting officers to ensure investigations are conducted promptly, disciplinary procedures are followed and appropriate sanctions are imposed.

The newly introduced monthly reporting requirement will also enable the Ministry to monitor how local governments are responding to allegations of misconduct and whether disciplinary actions are being implemented effectively.

Copies were sent to the Minister of Local Government, the Minister of State for Local Government, the Head of Public Service and Secretary to Cabinet, the Chairperson of the Public Service Commission, the Principal Private Secretary to the President, the Permanent Secretary of the Ministry of Public Service, the Secretary to the Public Service Commission, all Chief Administrative Officers, and all City Town Clerks.

Kumumanya’s message is unequivocal: as government services move closer to the people, accountability must be strengthened at every level. Public resources are entrusted to public servants for the benefit of citizens, and those who abuse that trust will face disciplinary and legal consequences.
