President Yoweri Kaguta Museveni has appointed Juma Witonze Kisekka as the new Minister of State for Internal Affairs,
Hon. Kisekka will be responsible for supporting the ministry in overseeing Uganda’s internal security, immigration, citizenship, prisons, and related government agencies.
Kisekka’s appointment follows months of uncertainty over the State Minister position after President Museveni’s initial nominee, Dr. Lawrence Muganga, failed to secure parliamentary approval over questions raised during his vetting. Reports in recent days had indicated that Kisekka was being considered as Muganga’s replacement.
The Ministry of Internal Affairs plays a central role in coordinating national internal security policies and supervises key institutions, including the Uganda Police Force, Uganda Prisons Service, Directorate of Citizenship and Immigration Control, and the National Identification and Registration Authority (NIRA).
Facts about Juma Witonze
Hon. Juma Witonze Kisekka is a diplomat and politician born in Mirambi Village, Kifampa Sub-county, Gomba District. He holds two master’s degrees, one in International Relations and Diplomatic Studies from Makerere University, and another in Global Political Economy from Durham University, plus a bachelor’s in Community-Based Rehabilitation from Kyambogo University.
He serves as Chief Coordinator of the Patriotic League of Uganda for the Greater Mpigi region and is also the National Resistance Movement Vice Chairperson for Gomba District.
Before his appointment, he had contested for a seat in the East African Legislative Assembly and recently expressed interest in the by-election. Professionally, he is CEO of Adrois Group, an investment advisory firm, and has served as Special Envoy for the Minister of Foreign Affairs to Bahrain on trade matters. He is known for his community work in Gomba, including charity initiatives and support for youth and vulnerable groups.

Juma has not only focused on sports but has also been a tireless advocate for youth and women in Greater Mpigi. By providing financial support to local SACCOs, he has empowered these groups to thrive, fostering economic independence and growth. His donations of sports equipment and mentorship programs have promoted talent development among the youth, instilling a sense of pride and ambition
As an influential coordinator for PLU in Greater Mpigi, Juma has mobilized the populace to embrace government programs like the Parish Development Model (PDM) and Emyooga. His efforts to educate the community about these initiatives have led to increased participation and awareness, essential for driving local development.
