MINISTER NAMUGANZA CALLS FOR PUBLIC ,PRIVATE PARTNERSHIP TO ADDRESS HOUSING DEFICIT

Hon. Princess Persis Namuganza Minister of State for Housing has called for public private partnership to solve uganda’s housing deficit that stands at 2.4million housing units.

Addressing the media ahead of the 2nd Edition of the Uganda Real Estate and Housing Expo (UREHE) 2026 next week from Friday 25th – Saturday 26th September, 2026 at Kingdom Kampala Gardens,Namuganza said that Uganda Real Estate and Housing Expo 2026 presents a strategic platform to foster dialogue, showcase innovation and unlock strategic pathways to deliver affordable housing for all Ugandans

“The Uganda Real Estate & Housing Expo (UREHE) 2026 is the country’s real estate and housing platform, uniting key stakeholders across the real estate sector including investors, developers, financial institutions, Government Departments and Agencies, as well as professionals and end-users, to collaborate, correlate, learn and adopt solutions aimed at delivering affordable housing products for all income categories,”she stated.

She noted  that the Expo and Housing workshop organised in partnership with Uganda Society of Architects (USA) will convene partners to unlock Uganda’s real estate potential to promote orderly urban growth and efficient land use planning to deliver affordable housing.

“It also aims to share knowledge and experience on how housing partners in Uganda can improve access to affordable and inclusive housing especially for low-income households,showcase innovative housing designs and technologies and promote private sector engagement and partnerships in the housing sector to grow,”she stressed.

The theme for the event is “Innovative Solutions for Sustainable Housing”.

Uganda’s housing deficit stands at 2.48 million units, a gap that cannot be closed through conventional construction approaches alone hence the need for innovative solutions that deliver housing faster, cheaper and at scale.

Namuganza said High construction costs and limited access to affordable financing continue to place housing out of reach for most low- and middle-income households, hence called for innovative building technologies, materials and financing models that bring down the cost of housing delivery

Uganda’s rapidly urbanizing population is placing growing pressure on land, infrastructure and social services, making sustainable urban planning and housing development a challenge hence the need to come up with innovative approaches to address the urbanisation challenges.

She further said Climate change risks such as flooding, poor drainage and heat stress continue to strain existing infrastructure, underscoring the need for innovative climate-resilient and environmentally friendly sustainable design.

The concluded by calling on the public to harness innovative technologies and approaches that reduce the cost and time of housing construction.

“Design and promote climate-resilient, disaster-ready and environmentally sustainable housing solutions and Strengthen partnerships between Government, the private sector and professional bodies to build a housing sector that is inclusive, innovative and sustainable,”she said.

Namuganza said her ministry established the National Urban Fora as a platform to discuss and debate urbanization and housing as development concerns at the same time implement the National Physical Development Plan IV (NPDPIV) to guide spatial and human settlements developments in the country.

During the xepo,the Ministry will hold free land title searches for the members of the public at the Ministry stall during the exhibition.

“I wish to encourage more sponsors and exhibitors to confirm their participation saying Uganda Real Estate and Housing Expo 2026 demonstrates Government’s commitment towards working together with the  private sector players and professional partners to address Uganda’s housing deficit and promote orderly and sustainable urban growth,”she said.
