KCCA BLOCKS  HAM’S NAKIVUBO CHANNEL DEVELOPMENT PROJECT

The Kampala Capital City Authority (KCCA) has ordered Kiham Enterprises Uganda Limited, owned by city Businessman Hajji Dr. Hamis Kiggundu, to immediately cease ongoing unauthorized development works on a section of the Nakivubo Channel.

The directive follows what KCCA describes as premature and non-compliant activities carried out by Kiham Enterprises at the proposed development site, despite the application for the project still being under technical review.

“We received an online concept proposal from Kiham Enterprises on February 7, 2025, followed by amendments on March 31. While the Physical Planning Committee was still reviewing the feasibility of the project, the developer proceeded to hoard off the site and began excavations and demolitions,” said Benon Kigenyi, Deputy Executive Director of KCCA in a letter dated August 20, 2025.

The letter was also copied to Lord Mayor and Minister for Kampala Metropolitan Affairs.

According to Kigenyi, the proposed project is both “innovative and futuristic,” but due to its potential ecological, social, and infrastructural impact, it demands “a comprehensive, multi-agency evaluation before any ground activity can begin.”

In a letter dated August 20, 2025 to the Managing Director Kiham Enterprises Uganda Limited, the authority expressed concern that the ongoing unregulated activities pose risks to both the public and the surrounding environment, particularly the drainage systems.

“Given the location’s sensitivity, these actions are not only premature but also present an immediate risk of flooding and harm to human life,” Kigenyi noted.

KCCA has now issued a stop order and provided clear directives to Kiham Enterprises, including: the immediate removal of all debris in the Nakivubo Channel resulting from current activities, clearing of all tertiary and secondary drainage entries to allow free flow of stormwater, and proper maintenance of the hoarded section to prevent flooding and safety hazards.

“Our technical officers will be on hand to guide the developer’s team and ensure that all work going forward complies with statutory requirements,” Kigenyi emphasized.

He reaffirmed KCCA’s commitment to reviewing the application transparently and fairly, but warned that bypassing established procedures will not be tolerated.

“We welcome development initiatives that align with the city’s transformation agenda, but developers must follow due process. Compliance is not optional, it is a legal and civic responsibility,” he noted.
