UGANDA LAUNCHES AI LANGUAGE MODEL

Uganda entered a new chapter in its digital transformation journey with the launch of Sunflower, a homegrown Artificial Intelligence (AI) language model developed by Sunbird AI. The model was officially unveiled  by the Permanent Secretary of the Ministry of ICT and National Guidance, Dr. Aminah Zawedde, in what is being hailed as a milestone moment for the country’s technology and innovation landscape. Unlike imported systems that often overlook Uganda’s cultural and linguistic diversity, Sunflower was built by Ugandans, for Ugandans, to make technology more accessible to every citizen regardless of language or location.

Often described as “the ChatGPT for Uganda,” Sunflower supports more than five local languages, including Luganda, Runyankole, Ateso, Acholi, and Lugbara. This means that a farmer in Arua, a student in Mbarara, or a nurse in Soroti can now interact with technology in the language they understand best.

Speaking at the launch, Dr. Zawedde noted that such innovation will go a long way in bridging the communication and language gaps that have long stood in the way of inclusion. “Artificial intelligence supports a variety of languages, smoothing gaps in communication and ensuring that every Ugandan can interact with technology in the language they understand best,” she said.

The Sunflower model is expected to transform access to information and services in areas such as health, agriculture, education, and governance. Farmers will receive weather updates and crop advice in their local dialects, students will translate learning materials into familiar languages, and citizens will gain a better understanding of government services. This approach directly addresses one of the main challenges of the digital age: the dominance of global systems that rarely cater to local contexts. By embedding Ugandan languages and cultural nuances into its framework, Sunflower ensures that technology becomes a tool of empowerment rather than exclusion.

The innovation aligns closely with Uganda’s Fourth Industrial Revolution (4IR) Strategy, which guides the responsible adoption of emerging technologies such as AI, data science, and robotics to spur socio-economic growth. Through this strategy, the Ministry of ICT and National Guidance continues to champion initiatives that strengthen the innovation ecosystem and nurture local talent. The success of Sunflower is a clear reflection of that vision, a digitally skilled, connected, and empowered Uganda where innovation begins at home.

For Dr. Zawedde, the true value of Sunflower lies in its reach. She painted a picture of ordinary Ugandans benefiting directly from technology: a mother in Mbarara asking health questions in Runyankole and receiving accurate AI-guided responses; a farmer in Masaka getting agricultural advice in Luganda; or a student in Hoima translating study materials into Runyoro. This is the Uganda that Sunflower envisions, a nation where technology speaks the same language as its people.

Apart from communication, the Permanent Secretary also emphasised how AI can strengthen governance and improve public service delivery. “AI has the potential to improve planning, strengthen the feedback loop between citizens and planners, and pave the way for better service delivery through tools like a citizen interaction portal,” she noted. With this launch, Uganda joins a growing list of African countries developing indigenous language models, showing the power of local innovation driven by national ambition and strategic policy guidance.

Sunflower is more than an AI model; it is a symbol of inclusion, independence, and national pride. It represents Uganda’s determination to shape its own digital destiny by creating technologies that reflect its identity, values, and aspirations. At its core, Sunflower carries a simple yet powerful message: Uganda’s digital future will be built not just for Ugandans, but with them.
