Uganda Bureau of Statistics is scheduled to conduct a comprehensive census of the
country’s education sector starting May, 2025.
The Baseline Education Census 2025 will cover all learning institutions, including
government and private establishments, from pre-primary to higher education levels,
State Minister for Primary Education Joyce Kaducu said.

According to the minister the census aims to collect information on learners, teachers
and school facilities to facilitate planning and policy decisions in the education sector.
Key areas of focus will include learner bio-data, institution and ownership, teaching and
non-teaching staff, learning materials and sports facilities.
The bio-data information on learners will be crucial in understanding student
demographics in Uganda.

The census will also collect data on teaching and non-teaching staff, including
qualifications and experience, to identify areas with shortages of qualified teachers and
inform decisions on teacher training and recruitment.

Additionally, the census will assess the availability and quality of learning materials and
evaluate the state of sports facilities in schools.
She urged heads of education institutions and parents to support the exercise by
providing learners’ correct dates of birth, National Identification Numbers and Learners
Identification Numbers.

“The Baseline Education Census 2025 is a critical step toward understanding Uganda’s
education landscape. We urge all stakeholders to support this exercise and provide
accurate and timely information.” Kaducu stressed.

Didicus Okoth Principal Public Relations Manager at the Bureau empathized that the
education census will provide valuable insights into Uganda’s education sector,
informing policy decisions, resource allocation and infrastructure development.

She revealed that a total shs 27billion has been earmarked for the exercise that kicked
from Kampala, Wakiso and Mukono but will be rolled out country wide.

The Uganda Bureau of Statistics (UBOS) is the coordinating, monitoring and
supervisory body for the National Statistical System. In addition to being the source of
official statistical information, the Bureau is responsible for providing high quality central
statistics information services; promoting standardization in the collection, analysis and
publication of statistics to ensure uniformity in quality, adequacy of coverage and
reliability of statistics information.

UBOS also provides guidance, training and other assistance as may be required to
other users and providers of statistics and promotes cooperation, coordination and
rationalization among users and providers of statistics at national and local levels so as
to avoid duplication of effort and ensure optimal utilization of scarce resources.
