President Yoweri Museveni has appointed Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Beti Olive Kamya, whose term has come to an end.

The announcement was made on Tuesday by Faruk Kirunda, the Deputy Presidential Press Secretary, who confirmed that the President exercised his constitutional powers under Article 223 of the 1995 Constitution to make the appointment.

Justice Batala’s appointment marks a significant change at the helm of Uganda’s anti-corruption watchdog, which plays a central role in promoting transparency and accountability within public institutions.

“The President has appointed Hon. Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Hon. Beti Olive Namisango Kamya,” Mr. Kirunda said in a statement. “The Deputy IGGs, Dr. Patricia Achan Okiria and Mrs. Anne Twinomugisha Muhairwe, have been retained in their positions.”

He added that the names of the appointees have been forwarded to Parliament for vetting, in accordance with the law.

Justice Batala, a respected jurist with years of experience on the Bench, is expected to bring a fresh judicial perspective to the Inspectorate of Government (IG). Her appointment comes at a time when the agency faces growing public scrutiny over the effectiveness of the fight against corruption and abuse of office.

Ms. Kamya, who took office in July 2021, was the first politician to head the Inspectorate in over a decade. During her tenure, she championed lifestyle audits for public officials and advocated for citizen involvement in monitoring service delivery, though her leadership also drew mixed reviews over enforcement and political impartiality.

Analysts say Justice Batala’s judicial background could restore public confidence in the Inspectorate’s independence and strengthen its enforcement capacity.

The IGG’s mandate includes investigating and prosecuting cases of corruption, enforcing the Leadership Code of Conduct, and promoting good governance.

Mr. Kirunda congratulated the new appointee, expressing confidence that she will “build on the gains achieved in the fight against corruption and uphold integrity in public service.”

“The President congratulates Justice Batala and the Deputy IGGs on their appointment and wishes them success as they take on the responsibility of safeguarding accountability in Uganda,” he said.

Once vetted and approved by Parliament, Justice Batala will formally assume office and lead one of Uganda’s most critical institutions in the anti-graft architecture.
