The Board of Directors of the Insurance Regulatory Authority of Uganda (IRA) has announced the appointment of Dr. Protazio Sande as the Acting Chief Executive Officer, effective June 1, 2026, in accordance with Clause 6.11(h) of the Human Capital Management Manual (2023).
Dr. Sande succeeds Alhaj Dr. Kaddunabbi Ibrahim Lubega, whose contract as Chief Executive Officer expired on May 31, 2026, upon the successful completion of his term of office.
He has been serving as the Director of Strategy and Market Development.
Dr. Sande brings extensive experience, institutional knowledge, and leadership expertise to the role. His appointment will ensure continuity in the Authority’s operations and the effective discharge of its regulatory mandate during the transition period.
The Board is confident that Dr. Sande’s leadership will sustain the Authority’s momentum in promoting a sound, competitive, and inclusive insurance sector. His stewardship will help maintain institutional stability while supporting the continued growth and development of Uganda’s insurance industry.
The Authority remains fully committed to its mandate of regulating, supervising, and promoting a sound, competitive, and inclusive insurance sector in Uganda. Stakeholders are assured that all regulatory functions, operations, and services of the Authority will continue uninterrupted during this transition.
The Board also recognizes and appreciates the significant contribution made by Alhaj Dr. Kaddunabbi Ibrahim Lubega during his tenure. Under his leadership, the Authority achieved notable progress in insurance regulation, market development, and policyholder protection. The Board extends its sincere gratitude and wishes him success in his future endeavors.

Dr. Protazio Sande is an economist, seasoned insurance expert, and administrator who assumed office as the Acting Chief Executive Officer (CEO) of the Insurance Regulatory Authority of Uganda (IRA) on June 1, 2026. He stepped into the role following the end of former CEO Alhaj Dr. Kaddunabbi Ibrahim Lubega’s tenure
Protazio Sande is an Associate of the Chartered Insurance Institute of UK. He holds a Master’s degree in Economic Planning and Policy and a Bachelor’s degree in Economics, both from Makerere University.
He is a seasoned Academician and development Researcher currently pursuing a Doctor of Philosophy (PhD) degree in Leadership and Institutional Management.
Protazio joined the Authority ranks as Assistant Director Research and Market Development in April 2012 and was subsequently elevated to Director Planning,
Research and Market Development, a post he holds todate. Prior to his employment at the Authority, Protazio was a Lecturer of Economics at Kyambogo University.
Protazio has served on various Committees of the Authority and of the financial Sector from which he has garnered diverse proficiency in the complexities of Insurance and its interactions with the wider financial sector and the economy at large

Dr. Sande holds a Master’s degree in Economic Planning and Policy, and a Bachelor’s degree in Economics from Makerere University as well as a PhD in Leadership and Institutional Management. He is also an Associate of the Chartered Insurance Institute of the UK (ACII)
Dr. Sande has over 14 years of experience within the IRA, previously serving as the Assistant Director of Research and Market Development, and later as the Director of Planning, Research, and Market Development. Before his acting appointment, he served as the Director of Strategy and Market Development
He is a prominent voice in driving financial inclusion in Uganda, frequently advocating for agricultural insurance, life cover, and increased consumer protection. He has also served on several key committees, including chairing the IRA’s Contracts Committee and the FINSCOPE IV Survey Steering Committee.
Previously, he was an Economics Lecturer at Kyambogo University, where he taught and examined economics for 8 years. Additionally, he has experience as an Aid Liaison, developing funding and capacity-building proposals that have resulted in several ongoing projects with international partners such as the World Bank, GIZ, IMF, and others.
Protazio is pursuing a PhD in Leadership and Institutional Management and holds an Advanced Diploma in Insurance, a Diploma in Insurance, Master of Arts in Economic Policy and Planning, Bachelor of Arts in Social Sciences. He has also received numerous certifications in areas such as data mining, policy planning, reinsurance regulations, and life planning skills.
He is a member of the Institute of Certified Public Accountants of Uganda (ICPAU), a Commonwealth Professional Fellow since April 2016, and has held various leadership positions, including Chairman of the Contracts Committee at the IRA and Chairman of the FINSCOPE IV Survey Steering Committee. He is also a member of the National Agricultural Insurance Technical Committee and Financial Inclusion Strategy Committee.
