JANET MUSEVENI HAILS UVTAB LEADERSHIP FOR PROMOTING TVET EDUCATION

First Lady & Minister of Education & Sports, Hon. Janet Museveni has  hailed  Uganda Vocational and Technical Assessment Board (UVTAB )leaderShip  a game-changer for credible, industry-led TVET assessment in Uganda.

Said the new center is  as a blessed national milestone and a testament to sustained reforms, visionary leadership, and enhanced Government investment in TVET.

The First Lady emphasized purposeful use of the new UVTAB headquarters to deliver efficient, credible and industry-relevant curriculum and assessment, while reaffirming Government’s commitment to an employer-led TVET system, strong industry partnerships, affordable assessments and expanded access to skills training

She encouraged continuity, stewardship and national unity, and calling on citizens to participate peacefully in the upcoming elections.

“The growing numbers of youth in skills training, especially through the 19 Presidential Skilling Hubs, underline the need for accessible and affordable skilling. The NRM Government remains committed to free skills training and ensuring TVET Assessment is not financially burdensome to institutions. The commissioning of the Assessment Centre marks steady progress in the TVET Reform journey, strengthening an employer-led system anchored in industry-relevant training and credible assessment,”she stated.

UVTAB Executive Secretary Onesmus Oyesigye, noted that the new eight storied center is expected to save Shs 189.8 million annually in rental costs, redirecting funds to improve assessment quality and expand access., purposefully designed to serve as a National Skills Assessment Centre.

He further said that the project will bring together all UVTAB staff who were previously operating from Plot 7, Valley Drive, Ntinda; Plot 2, Suuna Road, Ntinda; and along Jinja Road, into a single, purpose-built Assessment Centre.

“The Uganda Vocational and Technical Assessment Board (UVTAB) will save at least UGX 189.8 million annually in rental costs following the completion of Its Assessment Centre, This consolidation is expected to significantly enhance efficiency and service delivery. The new facility enables the full integration of UVTAB services under one roof. The UVTAB Printery facility is to be established separately at Namanve Industrial Park” Onesmus  said.

 “It Is expected that UVTAB will deliver faster and higher-quality services to clients as a result of integrating various assessment processes and activities, while at the same time reducing administrative costs to both the taxpayer and UVTAB”.he added.

The Construction of the UGX 25.6 billion facility that commenced on 23rd March 2022 and was completed on 21st February 2025, was contracted and delivered by Seyani Brothers & Co Uganda limited a subsidiary of he PBS group, with full funding provided by the Government of Uganda.

The Genera Manager Seyani Brothers Eng. Sarfaraz Jiwani said that as a min contractor they delivered the UVTAB project in alignment with Uganda’s Buy Uganda Build policy prioritizing local expertise, local labour, and locally sourced materials which he said was aimed at strengthening national capacity and supporting Uganda’s economy.

He said that the project was delivered in accordance to the agreed designs and specifications including environmental concerns.

“Throughout the project lifecycle, Seyani Brothers ensured full statutory, and regulatory compliance with zero compromise on quality, health and safety standards. The works were executed in close coordination with the client an consultants, strictly in accordance with the approved designs, specifications, and industry best practice” he stated.

He added that the purpose built facility stands as a reflection of Seyani Brothers’ guiding philosophy of “We build dreams into reality” representing a continued contribution to infrastructure that strengthen institutions.

It includes a State-of-the-art auditorium, boardrooms, meeting rooms, and innovation hubs support skills development and research.

UVTAB Chairperson Dr Dorothy Okello  said this state-of-the-art facility strengthens Uganda’s TVET assessment and coordination capacity.

As Uganda works toward Vision 2040,a coordinated TVET system is vital for productivity,adaptability, and inclusive growth. As we approach elections,we reaffirm our shared responsibility to safeguard peace,stability and national progress—for God and country.

Allen Kagina said the UVTAB commissioning builds on decades of a functioning TVET system that has enabled thousands of Ugandans to gain skills and livelihoods.Current reforms aim to strengthen not replace what exists by improving coordination,quality, and national alignment.

The Uganda Vocational and Technical Assessment Board (UVTAB) is making significant strides in strengthening Uganda’s technical and vocational education system. They’re shifting towards a more practical approach, proposing a 70% practical and 30% theory curriculum to better align with industry needs.
