FROM CANE FIELDS TO FACTORY FLOORS; GOVERNMENT EFFORTS RESHAPE BUSOGA’S DESTINY

For decades, the Busoga sub-region in eastern Uganda followed a familiar, albeit challenging, economic rhythm. We all pictured Busoga as vast, rolling sugarcane fields, seasonal rice paddies in low-lying wetlands, and Jinja, once a bustling industrial powerhouse.

Today, a journey through the Jinja and Bugiri districts reveals an economy undergoing a profound structural transformation. Subsistence living and over-reliance on a single cash crop are being replaced by a modern, diversified industrial ecosystem, grassroots wealth creation through government programmes, and public infrastructure. Jinja City’s highlight is the New Nile Bridge, a gateway to Busoga and Eastern Uganda.

Jinja’s Industrial Rebirth

Contrary to popular belief, manufacturing in Jinja has not vanished; it has evolved. Modern specialised manufacturing hubs are keeping the region moving, offering steady wages, hands-on skills training, and economic stability for thousands of young people. On a walk through Jinja, you will see large groups of young people entering and leaving factory gates for their shifts.

The team visited Nile Transformers Limited on the outskirts of Jinja, where technicians assembled critical electrical infrastructure. Factory manager Hardik Pandya said, “To an ordinary passer-by, a transformer is just a dark box on a roadside pole, but inside the factory, creating one requires precise engineering.”

Nile Transformers assembles transformers sold locally to power domestic grids and exports them to the Democratic Republic of Congo, Tanzania, Kenya, and South Sudan.

The factory manager explained the plant bridges vocational education and real-world work. Pandya explains, “Our main aim is to empower young people in the surrounding communities to acquire more skills, especially women in science.”

Annet Anena, a factory employee, said she joined as an intern from a technical school, was trained on the job, rose to Lead Testing Technician.

“I joined here as an intern, and they trained me and gave me a job. I started at the bottom, but now I am a Lead Technician. I test transformers before they leave the factory to the customers. This job has helped me support myself, sponsor my siblings through school, and support my mother at home,” said Anena.

At Nile Agro Industries, which manufactures cooking oil and soap, formal employment serves as an immediate social safety net. Birungi, a single mother working on the production line, said the job allows her to earn an income and pay her son’s school fees. He is now in Top Class.

Her colleague, Namugenyi Mary, notes that beyond the monthly wage, factory routines instil technical discipline that stays with workers for life. She can easily leave and find another job.

Search and Rescue Centre at Masese Landing Site

As industrial growth shapes Jinja’s urban corridors, safety and security across its vast waterways are drawing unprecedented attention.

Many communities in Busoga depend on fishing, and islands rely on the water for survival. Traders move food, charcoal, and other merchandise between islands and the mainland. This has brought safety challenges to Lake Victoria. At Masese Landing Site in the city’s Southern Division, the government has built a state-of-the-art Search and Rescue (SAR) Centre, giving local communities renewed hope.

The modern facility, marked by its colourful orange rescue boats, is an important investment in safeguarding lives on Lake Victoria, where water transport remains essential to many people’s daily lives. Mr Philemon Kudeera, the centre coordinator, says frequent accidents off Jinja’s Lake Victoria shores prompted the need for the facility. He estimates that about six incidents occur each week.

The Masese centre aims to strengthen emergency response by providing a dedicated base for rescue operations, serving people who use water transport and fishermen in Jinja and surrounding areas.

The Parish Development Model

Since the Parish Development Model (PDM) launched on February 26, 2022, the Government has invested UGX 4.317 trillion (approximately US$1.1 billion) in the Parish Revolving Fund and distributed the funds among 10,589 PDM Savings and Credit Cooperative Organisations (SACCOs) nationwide. Over the programme’s four-year rollout, each parish SACCO has received at least UGX 400 million to provide low-interest loans to more than 3.5 million beneficiaries, helping subsistence households transition to the commercial economy.

The PDM has reached 3,571,108 beneficiaries, who can access loans of up to UGX 1 million at an annual interest rate of 6%.

While factories and rescue hubs drive progress in urban and lakeside areas, Busoga’s rural heartland is undergoing an agricultural revolution through the Parish Development Model (PDM), delivering tangible results in the Bugiri and Jinja districts.

In Bugiri District alone, which comprises 98 parishes, UGX 100 million is allocated annually to each parish, and more than 35,000 households have accessed micro-capital.

According to Ms Mutesi Zaituni, Principal and Acting District Commercial Officer, Bugiri has already recovered UGX 10 million in revolving funds and redistributed them to new beneficiaries. She explains, “The absence of collateral requirements allows residents to access affordable capital without relying on high-interest moneylenders,” and adds that early public perception of the funds as “akasimo ka President” (a presidential gift) has given way to active enterprise management.

Success stories are common across the region. PDM has transformed women’s lives: they are excited that their children can attend school and their families now enjoy better lives. They no longer have to rely on their husbands to do everything for the family; they can contribute themselves.

In Kasule Ward, Bugiri District, Naume Taaka used her initial PDM funds to buy two pigs. Through careful breeding, livestock sales, and crop farming, she earned enough to purchase her own farmland for UGX 3 million. “What began with two pigs has grown into a permanent personal asset that secures my family’s future,” she said.

Amwatok Caroline from Namayemba Sub-County said, “I am not the Amwatok I was a few years ago. With profits from PDM, at least my husband and I now have some money in our pockets, and as a woman, I am very happy that my family’s livelihood has improved.”

Fred Bogere, Chairperson of Namayemba East B Village, turned an initial swine investment into a multi-species livestock farm comprising eight goats, eight pigs, a cow, and a calf, while steadily repaying his PDM loan.

Palm Oil and Rice Farming Support

For decades, Bugiri District was locked into sugarcane monoculture, a crop notorious for long gestation periods, price volatility, and high transport costs to the mill. In 2024, the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) introduced palm oil farming to Bugiri, offering a sustainable, high-yield alternative. Today, over 522 farmers organised under the Bugiri District Palm Oil Growers Cooperative Limited have adopted the crop, with early adopters expecting their inaugural harvest in early 2027.

Under the project model, ordinary farmers with at least two acres receive seedling and maintenance support until the crop is ready for harvest via structured Equity Bank loan accounts. Repayment is an arrangement of 33% from each harvest until all the money advanced is repaid.

Mr Mugoya Paul, a former sugarcane grower in Nankoma Sub-County, views palm oil farming as a long-awaited blessing, noting: “As a former sugarcane farmer, I lost money on sugarcane and was initially cautious. But palm oil is a good crop, whether it rains or shines. No thieves can steal or destroy it, and a kilo of fruit is currently over UGX 1,000.”

For female farmers like Ms Monica Namumbya, who manages two acres of palm oil crop, the project represents long-term security. “Even though I haven’t harvested yet, I already see the future. I am optimistic that this is going to be the end of my poverty as a woman in farming.”

Landowners like Mr. Mwanje James also receive operational support funds of approximately UGX 1.3 million annually while intercropping beans and groundnuts during the gestation period, and industrial off-takers like BIDCO collect harvests directly to eliminate transport bottlenecks.

Rice farmers like Moses Musuubo ask the government to support them to maximise their rice earnings, support their families, and participate in the money economy. Because Busoga is well known for rice growing, the government plans to support farmers in using wetlands to increase rice production in the country.

The transformation unfolding across Jinja and Bugiri offers a compelling blueprint for national economic integration and directly supports the objectives of National Development Plan IV. Despite the challenges, Busoga is moving away from low-value subsistence cycles toward an integrated economic engine, with Jinja’s industrial heartbeat, vibrant parish enterprises, and modern agricultural initiatives showing that government efforts are paying off.
