DR SILVER MUGISHA NWSC MANAGING DIRECTOR IN AMEDIA INTERVIEW

National Water and Sewerage Corporation asset base is set to hit shs 6.2trillion by 20230, Eng Silver Mugisha NWSC Managing Director has revealed.

“We have opened Branches Countrywide, to enable our customers’ access our services easily. Under Kampala Service Area, we have 28 Branches, Central Region – 61, Northern Region -25, Eastern Region – 35 Branches and Western & South Western Region – 70 Branches,”he said.

The National Water and Sewerage Corporation (NWSC) provides water and sewerage services to 258 towns across Uganda, serving over 18 million people through approximately 800,000 connections. The National Water and Sewerage Corporation (NWSC) has a water asset base valued at approximately UGX 4.5 trillion (US$1.23 billion) as of 2025, and it supplies 730 million cubic meters of potable water daily. NWSC’s asset base has grown significantly, increasing from UGX 3.5 trillion to UGX 4.5 trillion over the past three years.

As of October 2023, NWSC supplied 730 million cubic meters of potable water daily, a significant increase from 276 million cubic meters in 2013.The corporation’s customer base has also expanded, growing from 785,000 to 950,000 connections.

As of 2024, NWSC’s non-revenue water was 34%, with plans to reduce it to 30% by 2029.The total population benefitting from NWSC water supply in 2024 was estimated at 18 million, with a target to increase that to 25 million by 2029.

NWSC has launched a Corporate Plan for 2024-2027, aimed at expanding water and sanitation services to more Ugandans, themed “Water and Sanitation for All”.

The National Water and Sewerage Corporation (NWSC) is a public utility company wholly owned by the Government of Uganda. It was initially established under Decree No. 34 of 1972 as a public corporation mandated to provide water supply and sewerage services in designated urban areas.

This legal framework was later repealed and replaced by the National Water and Sewerage Corporation Act, Cap 204, Laws of Uganda, which, under Section 5(1), mandates NWSC to operate and provide water and sewerage services in areas entrusted to it on a sound commercial and viable basis.

Additionally, the Corporation operates under the broader legal framework of the Water Act, Cap 164, Laws of Uganda, which consolidates laws relating to water resource management. Under Section 46 of the Water Act, NWSC is required to enter into a performance contract with the Ministry of Water and Environment (MWE) to provide water and sewerage services efficiently and economically to the people of Uganda.

National Water and Sewerage Corporation (NWSC) Managing Director Dr. Eng. Silver Mugisha has emphasized the need for patriotism and collaboration to ensure timely completion of water projects.

“We have faced some challenges, particularly with getting clearance for the pipeline through Katete Road and some delays in Isingiro,” Dr. Mugisha said. “However, we are determined to complete this project, which will significantly improve water supply and living standards.”

The 68-million-euro project, funded by the Agence Française de Development (AFD), features a drinking water treatment plant, irrigation water production capacity, dual water intake, and 60km of pipelines.
