ACCOUNTABILITY SECTOR COMMITTEE ENGAGES UBOS ON AUDIT OVERSIGHT

The Uganda Bureau of Statistics (UBOS) hosted the Accountability Sector Audit Committee (ASAC) on 11th August 2026 for an engagement focused on strengthening accountability, governance, internal controls and the implementation of audit recommendations at the Bureau.

The engagement, chaired by the Executive Director, UBOS, Dr. Chris N. Mukiza, brought together members of ASAC and UBOS Management to deliberate on key institutional matters, including the implementation of audit recommendations, statutory instruments governing the establishment and functioning of the Bureau and its committees, staff welfare, the effectiveness of the Internal Audit Directorate, and areas where the Ministry of Finance, Planning and Economic Development (MoFPED) could continue to support the Bureau.

The Accountability Sector Audit Committee, which operates under MoFPED, provides independent oversight on governance, risk management and internal control systems within public sector institutions. The Committee also plays a key role in monitoring compliance with financial management regulations and following up on audit recommendations.

The ASAC delegation, led by Justice Emeritus Ralph W. Ochan, Chairperson of the Committee commended UBOS for the high quality audit reports and emphasised the importance of timely submission to facilitate effective oversight and follow-up.

In his remarks, Dr. Mukiza underscored the critical role of the Internal Audit Directorate in strengthening the Bureau’s internal control environment and ensuring that institutional systems and processes operate effectively and efficiently.

He noted that the Directorate is adequately resourced and facilitated with appropriate tools, including audit management software, to enable it to effectively execute its mandate. He further reaffirmed the commitment of Management and the Board to continuously support the Directorate by strengthening internal audit systems, mechanisms and capacity.

The meeting also reviewed challenges affecting the would be timely submission of quarterly audit reports. Following the discussions, Management and the Committee agreed on measures to address the identified gaps and improve compliance with reporting timelines. The meeting further agreed to prioritise critical audit recommendations for implementation in the short term, while maintaining close collaboration between UBOS and the Accountability Sector to support continuous improvement in governance and accountability.

Following the meeting, the ASAC delegation toured the National Statistical Resource Centre, where members were briefed on its role in facilitating access to statistical information and promoting the utilisation of official statistics.

The Committee appreciated the Centre’s contribution to the accessibility, dissemination and enhancing utilisation of official statistics based stakeholders’ data demands.
