RDC SECRETARIAT CALLS FOR STRONGER OVERSIGHT OF GOVERNMENT PROGRAMMES IN LUUKA

The Head of the RDC Secretariat and Anti-Corruption Unit in the Office of the President, Maj. Martha Asiimwe, has called on leaders and technical officers in Bulongo Sub-County, Luuka District, to strengthen oversight, accountability and follow-up of Government programmes to ensure they translate into tangible improvements in household livelihoods.

Maj. Asiimwe made the call during a mobilisation exercise in Bulongo Sub-County, where she, together with Luuka District technical officers, engaged local leaders on effective and efficient service delivery, while assessing, verifying and following up on the implementation of Government programmes.

She said the RDC Secretariat and Anti-Corruption Unit is strengthening the capacity of RDCs to effectively monitor and follow up Government interventions, reach communities at the grassroots and ensure that citizens understand and benefit from available programmes.

“Our mission is not simply to mobilise people; it is also to change mindset. We must encourage our people to move away from dependency and subsistence living and embrace hard work, enterprise, innovation and the opportunities provided by Government,” Maj. Asiimwe said.

She urged leaders to ensure that programmes such as PDM and Emyooga are treated as instruments for wealth creation rather than handouts, with beneficiaries supported to invest in viable enterprises and followed up to ensure their investments generate income.

According to the 2024 Census, Luuka District has 58,660 households, of which 23,907 (40.8%) were classified as being in the subsistence economy, while only 4,596 households had benefited from PDM at the time of the Census.

Maj. Asiimwe challenged leaders to turn these figures into a call for action by asking how many households are moving from producing mainly for consumption to producing for the market.

She also highlighted Government investments in education, health, water, roads and electricity in Luuka, noting that the district has 89 Government primary schools, seven Government secondary schools, one HCIV and eight HCIIIs, while 187 of the 305 rural villages have access to safe water.

She further noted the planned Iganga–Luuka–Bulopa–Kamuli road as an important investment that will improve connectivity and market access, while urging farmers to increase production, add value and organise themselves to take advantage of expanding markets.

On accountability, Maj. Asiimwe called for zero tolerance to corruption, urging leaders and public officers to protect PDM funds, medicines, school capitation grants, road funds and other public resources.

She called upon RDCs, the Chief Administrative Officer, political leaders, technical officers and security agencies to work as one team through a clear cycle of monitoring, verification, assessment, documentation, reporting and follow-up.

“Our people do not need promises; they need results. This is Kisanja No More Sleep. No More Corruption.”
