The Uganda Vocational and Technical Assessment Board (UVTAB) has partnered with the Presidential Industrial Hubs to assess and certify students who undergo skills training in various industrial hubs across the country.

The partnership aims to ensure that the training programs offered by the industrial hubs meet the required standards and are aligned with the National Skills Qualifications Framework.

According to Onesmus Oyesigye, Executive Secretary of UVTAB, the partnership will involve reviewing the Assessment Training Packages (ATPs) used by the industrial hubs and ensuring that they are in tandem with the new registration and student act.

“Our role will be to assess the students but also to review the ATPs they have been using and make sure that they are in tandem with the new registration and as far as student act is concerned,” Oyesigye said.

Engineer Raymond Kamugisha, Director for Presidential Projects and Industrial Arts, said that the partnership is a significant step towards ensuring that the skills training programs offered by the industrial hubs are of high quality and relevance to the labor market.

“We are here to make sure that we work together to develop ATPs that are tailor-made to meet the needs of people in different regions,” Kamugisha said.

The Presidential Industrial Hubs program was launched by President Yoweri Museveni to provide skills training to young people across the country. The program has so far skilled over 16,169 students under the Industrial Hubs and over 60,000 students under the Kajjansi Skills program. There are currently 19 Presidential Industrial Hubs and nine skills centers across the country.

The partnership between UVTAB and the Presidential Industrial Hubs is expected to enhance the quality and relevance of skills training in the country, and to provide students with the skills and knowledge needed to succeed in the labor market. The program also provides startup capital to students who complete their training, enabling them to start their own businesses and become self-employed.

The Uganda Vocational and Technical Assessment Board (UVTAB) is a national body established under the Technical and Vocational Education and Training (TVET) Act, 2025 to assess and certify competencies acquired through formal and informal TVET programs.

It was formed by merging the Uganda Business and Technical Examinations Board (UBTEB) and the Directorate of Industrial Training (DIT). UVTAB’s mandate includes accrediting assessment centers, registering and certifying candidates, developing assessment standards, and investigating malpractice. 

UVTAB is responsible for ensuring that assessment centers meet the required standards
