MINISTRY OF LAND LAUNCHES FIVE YEARS STRATEGIC PLAN TO IMPROVE SERVICE DELIVERY

The Minister of Lands, Housing and Urban Development Judith Nabakooba has launched  the fourth  Ministry Strategic Plan (FY 2025/26 – 2029/30)  and Service Delivery Standards which are all aimed at improving  service delivery at the Ministry.

 Nabakooba noted that the Strategic Plan under the theme “leverage land for accelerated socio-economic transformation” serves as a very important tool that will enable the Ministry provide policy direction, national standards and coordination on all matters related to lands, housing and urban development in the country.

The Plan is anchored under five (5) strategic objectives;

i. Strengthen and implement efficient and effective land administration and management systems.

ii. Enhance integrated land use Planning, implementation and Development systems in rural and urban areas.

iii. Develop livable, productive, inclusive, and environmentally resilient urban systems.

iv. Expand access to adequate, affordable, and sustainable housing through structured housing programmes and a functional real estate market.

v. Strengthen policy, legal, institutional frameworks, and foster effective coordination at national and local levels.

“The Ministry through this 5-year Strategic Plan (FY 2025/26 – 2029/30) commits to securing land tenure, developing vibrant cities, and delivering decent housing for all Ugandans,”Nabakooba stated.

Nabakooba thanked   President  Yoweri  Museveni for his leadership and vision for the Ministry and guidance in the implementation of key sector reforms spearheaded by the Ministry.

“I once again wish to express my sincere gratitude to H.E. the President of the Republic of Uganda for his invaluable guidance on several key strategic issues. Notably, his directive to embrace blockchain technology, which provides a tamper-proof solution for land registration, and his leadership in repositioning the physical planning function within the Ministry following RAPEX. These interventions are central to our strategic plan, and I am pleased to report that the amendment of the Physical Planning Act is currently underway,”she emphasized.

Permanent Secretary  Dorcus Okalany in her remarks  said the two key strategic instruments; the Ministry Strategic Plan IV and the Service Delivery Standards will shape the direction, efficiency, and effectiveness of how  land, housing and urban development services to the citizens of Uganda over the next five years, FY 2025/26 –FY2029/30.

“Today marks a major turning point in our commitment to deliver reliable, equitable and transformative services to the citizens of Uganda. The Strategic Plan IV sets the strategic direction, priorities and interventions that will shape the outcomes of lands, housing and urban development sector for the next five years, and the Service Delivery Standards translate the strategic direction into clear, measurable and enforceable service commitments at the point of interface with the public,”she explained.

“As a Ministry mandated “to ensure efficient land administration; promote orderly urban development; and facilitate access to adequate, safe and affordable housing for all,” today’s launch strengthens our resolve to deliver on this mandate with clarity, transparency, and renewed commitment,”Okalany stated.

Okalany further noted that the Strategic Plan IV (FY 2025/26-2029/30) is fully aligned with Vision 2040 and NDP IV, which reinforces Government’s commitments under the NRM Manifesto, the Sustainable Urbanisation and Housing Programme, and the Natural Resources, Environment, Climate Change, Land and Water Programme.

In addition, the Ministry has developed a Client Charter, which clearly outlines the rights and obligations of clients, the services, expected time frames, associated costs, and the channels for feedback or complaints.

“Through the Client Charter, citizens are empowered to hold us accountable.I therefore urge you to fully internalize these instruments and integrate them into annual work plans and budgets, performance targets, and daily operations. Let us continue to uphold our well-known culture of professionalism, integrity, customer-centric services and zero tolerance to corruption and intentional delays,”she stressed.

According to the Permanant Secretary the joint implementation of these two Plans will; reduce land transaction delays,strengthen accountability and  lower the cost of doing business.

It will also Improve investor confidence, and  Strengthen institutional coordination
