The Kyabazinga of Busoga, His Majesty William Gabula Nadiope IV, has officially launched a monumental five-year development strategy to rescue the region from deep-seated economic hardship and social crises.

The Busoga Regional Multi-Sectoral Partnerships and Accountability Framework 2026–2030 was unveiled at Igenge Palace in Jinja City. Backed by a UGX 50 billion budget, the framework unites the central government, international diplomats, UN agencies, and traditional structures into a single battle assembly against teenage pregnancy, youth unemployment, extreme    poverty, gender-based violence (GBV), and high school dropout rates.

The strategy is a direct response to a comprehensive baseline survey conducted by the Kyabazinga Initiatives, which captured raw data from over 200,000 children and 2,000 regional planners. The data reveals a stark reality when measured against national baselines:

The study pinpointed parental negligence as the leading cause of societal decline, followed closely by poverty and rampant agricultural input fraud, which has driven families away from farming. Historically, response programs have operated in fragmented, isolated silos—a systemic flaw the new framework explicitly eliminates.

The UGX 50 billion framework spans all 11 districts of the Busoga sub-region, including Jinja City, municipalities, and the 11 traditional chiefdoms

Speaking during the launch, the Kyabazinga—who serves as the UN National Goodwill Ambassador for engaging men to end teenage pregnancy—emphasized that culture must protect, not oppress.

“We are facing challenges of poor parenting and deteriorating family and community responsibility. On behalf of Obwa Kyabazinga bwa Busoga, I want to assure you of our commitment to use our cultural approaches to support government and other stakeholders to mobilize our people and shift mindsets for better development outcomes.” His Majesty William Gabula Nadiope IV, the Kyabazinga of Busoga

Representing the UNFPA Country Representative, Laura Lafuente Criado, noted that the regional numbers have been stagnant for two decades, rendering fragmented work obsolete. She announced four explicit UN commitment

Law enforcement authorities have fully integrated into the framework to ensure legal accountability for perpetrators of sexual violence against children.

“We commit to provide a secure and safe environment for this initiative. And to take action on our part in enforcement, I, on behalf of the Uganda Police Force in this region, commit, endorse, and adopt the Busoga Multi-Sectoral Framework 2026-2030.” Charles Nsaba, Regional Police Commander (RPC), Kiira Region

To ensure clean management, the 2nd Deputy Prime Minister of Busoga, Owek. Osman Ahmed, assured development partners of strict resource transparency. The Kingdom will soon launch a dedicated development fund, engaging the business community, local transporters, and civil society. An active steering committee will meet every quarter to review implementation and audit regional outcomes.
