All Senior Six vacationists in Uganda will undergo an intensive, six-month mandatory patriotism training course at the National Leadership Institute (NALI) in Kyankwanzi starting this year, the government has announced.

The major policy revival is the result of a direct directive from President Yoweri Museveni, aimed at aggressively tackling indiscipline and instilling national identity, ideological clarity, and civic responsibility into the country’s youth.

The bombshell announcement was delivered by Hellen Seku, the Commissioner of the National Secretariat for Patriotism Corps (NSPC), at Immaculate Heart Girls’ Secondary School Nyakibale in Rukungiri District. She was speaking at a pass-out ceremony for over 1,700 students from four regional institutions who had just completed a rigorous week-long patriotism camp.

“I can assure you… we are going to begin this year,” Seku declared. “This year we agreed with Jaaja [President Museveni] that all Senior Six vacists are going to Kyankwanzi. You’re going to go for about six months.”

The scope of this renewed ideological campaign extends far beyond secondary school leavers:

“All patriotism patrons, coordinators, teachers, and headteachers who have not yet been trained—or those whose training has lapsed—will be forced to undergo refresher courses. “We want everybody to undergo the training,” Seku stated.

” The NSPC’s mandate has expanded to target universities, tertiary institutions, and the informal economy. This includes recent initiatives sending boda-boda motorists to Kaweweta for ideological training.Even Ugandan citizens returning home from South Africa are being systematically routed into these camps to ensure they receive a “dose of ideology.”she added.

Seku justified the sweeping measures by pointing directly to the supreme law of the land. Article 17, Clause 2 of the Ugandan Constitution mandates that every citizen undergo military and patriotism training for national defense whenever called upon.

Backing the aggressive rollout is the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, whom Seku thanked for rapidly deploying Uganda People’s Defence Forces (UPDF) instructors to facilitate the camps.

The intensive training relies heavily on UPDF leadership, with senior officers like Brig. Gen. Justus Rukundo and Capt. Richard Owaruhanga steering the curriculum.

The rigorous training covers  military Drills & Survival Skills: Physical endurance, early morning parades in harsh weather, and strict discipline. Gadgar Kibayo Arinitwe, headteacher of Makobore High School and a 1993 Kyankwanzi alumnus, recalled how his own training permanently shaped his life, remembering core lessons like the “10 Commandments of a gun”—chief among them the absolute ban on consuming alcohol while handling a rifle.

It further covers  Pan-Africanism, national identity, Uganda’s political history, and citizenship under Article 9 and  HIV/AIDS awareness, anti-corruption mindsets, entrepreneurship, and environmental warfare—including a directive from Rukungiri Deputy Resident District Commissioner Wilberforce Ongom Ahimbisibwe for students to actively block their own parents from cultivating protected wetlands.

Educators have largely thrown their weight behind the state-led initiative. Sr. Tumusiime Sabino, headteacher of Immaculate Heart Girls’ School, praised the joint institutional camps for preparing youth to face Uganda’s brutal unemployment landscape, while Monica Kobusingye, Deputy Principal of the Karoli Lwanga Institute of Health Sciences, stressed that professional skill sets are completely useless without state-aligned integrity.

Speaking for the trainees, Mercy Okuyangabire, Speaker of the Students’ Council at Immaculate Heart, noted that the intense immersion—which forced students to master army songs and speak Kiswahili outside the classroom—shattered tribal barriers, leaving them physically fit, mentally resilient, and ready to act as job creators rather than job seekers.
