EC HOLDS  FIRST PUBLIC BIOMETRIC VOTER VERIFICATION EXERCISE

In an effort aimed to raise public confidence in the integrity of the 2026 general elections, Independent Electoral Commission has held the first  public demonstration of  Biometric Voter Verification Kits (BVVK).

The EC Deputy Chairperson, Ms. Aisha Lubega stated that the Commission had procured over 109,000 Biometric Voter Verification Kits to ensure a credible  and  transparent elections.

She emphasized that the system will enable the Commission achieve the One-Man/Woman-One Vote principle.

“The Biometric Voter Verfication machine  allows only registered persons  to vote during the elections  and monitors  such persons (voters) do not vote more than once,”she stated while addressing political party agents, the media , election observers and civil society actors  in Kampala .

During the public demonstration EC staff displayed the use of fingerprint and facial recognition technology for verification of the voters before they cast their votes on the polling day .

She further told the gathering that the Commission has started issuing Voter Location Slips to guide the voters about the location of their respective pollings stations .

According to Lubega ,this  exercise was rolled out on 15 December 2025 and will continue until 13 January 2026- just two days to the polling date. The Voter Location Slip carries the voter’s photograph, bio-information , polling station location, and a unique barcode that will be scanned using he biometric voter verification machines.

“The VLS will be used by voters at four rounds of elections during the General Elections 2026 namely,Presidential/Parliamentary,District/City Chairpersons and Councillors; Municipality/City Division Chairpersons and Councilors; and, Sub-county/Town/Municipal Division Chairpersons and Councillors elections. I wish to emphasise that this Voter location slip (VLS) is free of charge and should only be picked by the voter in person from the Parish/Ward Supervisor who is an employee of the Commission,.” Lubega stated .

Lubega called upon all registered voters to collect their Voter Location Slips from their respective Parish Headquarters. Voters are further advised to carefully secure their Voter Location Slips, so that the barcode is not tampered with. Only a person whose particulars appear on the Polling Day Register will be issued a VLS during this issuance exercise.

She further told the public that dates for elections of representatives of Special Interest Groups at both Parliamentary and Local Government Council levels have been revised .

Meanwhile National Conference for the election of Persons with Disabilities representatives to Parliament will take place on 3 February 2026, and polling for Special Interest Group councillors at sub-county, town, and municipal division levels has been rescheduled to 30 January 2026.

The National Conference for Workers’ representatives to Parliament will be held on 19 January 2026, while elections for the National Female Youth Representative and Regional Youth Representatives to Parliament have also been adjusted to new dates in late January and early February.
