MUSEVENI APPOINTS DR BADRU KIGGUNDU BUSITEMA UNIVERSITY CHANCELLOR

President Yoweri Museveni has appointed  Dr Badru Kiggundu as Busitema University Chancellor with immediate effect.

The veteran educationist will be installed on 28th November as the university holds its 10th graduation ceremony in Tororo District.

Busitema  University  is a multi-campus public university in Eastern Uganda, established in 2007. Its main campus is in Busitema, with other operational campuses in Arapai, Mbale, Nagongera, Namasagali, and Pallisa.

The university focuses on practical sciences, relevant technology, and productive education with programs in areas like Engineering, Health Sciences, and Agriculture.

Dr Badru Kiggundu is an accomplished Ugandan civil engineer, academic,consultant and a highly distinguished individual who has achieved notable success in his professional career. Born on January 1, 1945, to Hajji Yunus Luswa and Hajati Nia Kabugo Namatovu, Dr. Kiggundu has dedicated his life to academic pursuits, leadership roles, and contributing to the development of Uganda’s infrastructure and public works.

Dr. Kiggundu’s educational journey began at Kabasanda Primary School, followed by his enrollment at Kibuli Secondary School for his O-level studies. In 1964, his exceptional academic performance led to the Buganda government awarding him a full scholarship to pursue his A-level studies at Nabumali High School in Mbale District. This scholarship was a stepping stone towards further educational opportunities that awaited him.

With another scholarship, Dr. Kiggundu ventured to the United States and attended the University of New Mexico in Albuquerque, where he earned his Bachelor of Science degree in Civil Engineering in 1969.

His passion for learning and dedication to his field led him to pursue higher education at Carnegie Mellon University on a prestigious Fulbright Scholarship, where he obtained a Master of Science degree in Civil Engineering in 1971. Continuing his academic pursuits, he completed his Doctor of Philosophy in Civil Engineering from the University of New Mexico in December 1981.

Throughout his career, Dr. Kiggundu held various positions of responsibility and contributed significantly to developing Uganda’s infrastructure. From 1971 to 1977, he oversaw road construction projects as the Executive Engineer at the National Housing and Construction Corporation. After completing his doctoral studies, he worked as a Senior Research Engineer at the New Mexico Engineering Research Institute (NMERI) for six years.

In 1987, Dr. Kiggundu joined Auburn University in Alabama as a Research Program Manager at the National Center for Asphalt Technology (NCAT) and Assistant Professor in Civil Engineering. However, his passion for contributing to developing his home country led him to return to Uganda in 1988.

His academic expertise and leadership abilities led him to Makerere University, where he served as a Senior Lecturer in the Department of Civil Engineering from 1989 to June 1992. He then took on the role of Head of the Department of Civil Engineering from 1993 to 1999, followed by his appointment as the Dean of the Faculty of Technology from 1999 to 2002.

In addition to his academic contributions, Dr. Kiggundu played a pivotal role in Uganda’s electoral processes. Serving as the Chairman of the Uganda Electoral Commission for 14 years, he oversaw the organisation and execution of three general elections in 2006, 2011, and 2016. Despite the challenges and controversies surrounding some election results, his leadership helped ensure a fair and transparent electoral process.

Beyond academia and electoral affairs, Dr. Kiggundu has held numerous influential positions. He served as the Chairman of the Islamic University In Uganda (IUIU) Governing Council from its inception in 2009. Under his guidance, the university achieved significant milestones, including official recognition, the development of academic programs, and securing financial support.

In december 2016, Dr. Kiggundu served as the Senior Presidential Advisor on Infrastructure and Public Works. He has overseen critical infrastructure projects in this role, including completing the Isimba and Karuma Hydro Power Stations. Additionally, he has chaired the Works and Construction Committee of the Uganda Muslim Supreme Council since 2001, further demonstrating his commitment to infrastructure development in Uganda.

In February 2023, Dr. Kiggundu was appointed by President Yoweri Kaguta Museveni as the steering committee chairman responsible for developing the International Specialized Hospital of Uganda. This prestigious appointment showcases Dr. Kiggundu’s expertise and trust in overseeing significant projects that potentially transform healthcare in Uganda. Located in Lubowa, along the Kampala-Entebbe road, the International Specialized Hospital aims to provide advanced treatment, conduct groundbreaking research, and offer teaching opportunities.

As Chairman of the steering committee, Dr. Kiggundu’s role is pivotal in ensuring the successful execution of the project’s deliverables and achieving the desired outcomes. His vast experience in infrastructure development, coupled with his academic background in civil engineering, positions him as a key figure in guiding the development of this specialised hospital.

Dr Kiggundu’s contributions extend beyond his professional endeavours. He acknowledges the support and influence of his exceptional parents, the late Hajji Yunus Luswa and the late Hajati Nia Kabugo Namatovu, as well as the late Hajji Abasi Bamulanzeki, his first adoptive parent. Their influence and values have shaped his character and contributed to his achievements.

Furthermore, Dr. Kiggundu expresses his gratitude to individuals who have played significant roles in his academic and professional journey. Mentors such as Salongo John Erickson, Prof. Connie Hulsbos from the University of New Mexico, and Prof. Niel Stelson from Carnegie Mellon University have guided and supported him. Their recognition of his potential and their generous offers of scholarships have played an instrumental role in his academic and professional progress.

Throughout his life, Dr. Kiggundu has demonstrated the importance of taking risks, stepping into the unknown, and having self-confidence. His diverse experiences, ranging from studying in different countries to holding leadership positions in academia, research institutions, and the electoral commission, highlight his unwavering commitment to personal growth, professional excellence, and the development of Uganda.

His accomplishments as a civil engineer, academic, and consultant have significantly impacted Uganda’s infrastructure, electoral processes, and educational institutions.
