The Uganda Embassy in Copenhagen is facilitating the development of a potential Uganda–Denmark Government-to-Government (G2G) cooperation framework in firefighting, fire prevention and emergency rescue services, following a high-level technical fact-finding visit by Ugandan officials to Danish firefighting institutions.
The engagement, coordinated by the Embassy of the Republic of Uganda in Copenhagen under the leadership of H.E. Ambassador Margaret M. Otteskov, forms part of Uganda’s efforts to strengthen national emergency-response capacity as the country enters an increasingly complex phase of industrialization, infrastructure development and petroleum production.
The visiting Ugandan technical delegation undertook a specialized demonstration and learning session at Flack Fire Denmark, examining modern approaches to firefighting, rescue operations, emergency preparedness, specialized equipment, training and institutional organization. The delegation later visited the Franck Fire Training School in North Zealand in Denmark
Falck has more than a century of experience in firefighting and public emergency services in Denmark and provides firefighting, rescue, high-altitude and related emergency-response services from technical fact-finding to Government-to-Government cooperation
The visit is intended to move beyond a conventional study tour towards identifying practical areas for a structured Government-to-Government partnership between Uganda and Denmark.
Potential areas under consideration include modernization of Uganda’s fire and rescue services fire prevention and risk-management systems, professional training and skills development for Ugandan firefighters, emergency response command and coordination systems, acquisition and maintenance of specialized firefighting and rescue equipment, industrial and petroleum fire-response preparedness, urban fire safety and emergency planning, high-rise, industrial and hazardous-material rescue capabilities, knowledge and technology transfer and development of sustainable institutional partnerships between Ugandan and Danish emergency-response institutions.
The initiative is particularly timely as Uganda advances towards commercial oil production and expands major infrastructure and industrial investments. Government documents identify the strengthening of fire prevention, health and safety, oil-spill preparedness and emergency response as important components of Uganda’s petroleum development agenda.
Uganda’s petroleum sector is transitioning from development towards production, with the Tilenga, Kingfisher and East African Crude Oil Pipeline (EACOP) projects forming the core of the country’s initial petroleum production and export infrastructure.
This transition creates an increased need for highly specialized emergency-response capacity covering petroleum facilities, pipelines, storage installations, industrial parks, transport infrastructure and surrounding communities.
The Embassy’s firefighting initiative therefore forms part of a broader effort to position Danish technical expertise, technology and institutional experience alongside Uganda’s national development priorities.
H.E. Ambassador Margaret M. Otteskov has played a central role in bringing the Ugandan technical delegation and Danish institutions together and in positioning the firefighting agenda within the broader Uganda–Denmark economic and development relationship.
Under her leadership, the Embassy has been facilitating high-level engagements between Ugandan Ministries, Departments and Agencies and Danish institutions around strategic infrastructure, emergency response, health, environmental protection, agro-industrialization and investment.
In a recent high-level engagement coordinated by the Embassy, Uganda and Denmark also discussed fire prevention and rescue services, with Denmark expressing interest in exploring selected investments through Government-to-Government cooperation. The discussions included an indicative investment framework of EUR 50–70 million, subject to feasibility studies and prioritization.
The firefighting fact-finding mission consequently provides an important technical dimension to those wider policy-level discussions.

As Uganda attracts investment into petroleum, manufacturing, transport, urban development and other strategic sectors, effective fire prevention and emergency-response systems will be increasingly important for protecting workers, communities, infrastructure and investors.
The Uganda–Denmark cooperation is therefore envisaged not simply as an emergency-services initiative, but as part of a wider investment enabling and institutional capacity programme.
The Embassy will continue working with relevant Ugandan authorities and Danish counterparts to identify priority interventions, undertake technical assessments and develop proposals that could form the basis for future Government-to-Government cooperation.
Following the fact-finding mission, the Embassy will facilitate follow-up technical engagements aimed at mapping Uganda’s priority fire and rescue capacity gaps, identifying Danish technical solutions applicable to Uganda, developing possible training and institutional-capacity programmes, assessing equipment and infrastructure requirements, exploring financing and investment models, identifying pilot areas for implementation and supporting discussions towards a structured Uganda–Denmark G2G framework.
The Embassy’s objective is to ensure that the technical knowledge gained during the Danish visit is translated into implementable programmes, investment opportunities and long-term institutional capacity for Uganda.
Key among the Ugandan MDAs undertaking the training sessions include; Office of the Prime Minister, Ministry of Finance Planning and Economic Development, Ministry of Works & Transport, Ministry of Local Government, Ministry of Internal Affairs, Ministry of Energy and Mineral Development, Office of the Inspector General of Police, Private Public Partnerships Unit, Uganda Investment Authority and Stratus Medical Supplies Ltd.
