“ENACT HR LAW TO REGULATE THE INDUSTRY BY MAY 2026,”UGANDA PARLIAMENT ASKED

Human Resource Managers under their professional body, Human Resource Managers Association of Uganda (HRMAU)have  asked parliament to speed up  enactment  of Human Resource bill in to law so as to regulate the industry.

Ronald Bbosa the current President says the progress of  having the  bill passed by  parliament  and presented to cabinet has taken took long.

Since we are in campaign and election season, we urge parliamentarians to  look into our issues seriously so that by May when the President is swearing in the Bill can be presented to cabinet so that he ascents  to Law by June 2026,”Bbosa stated.

HR PROFESSIONAL SPEAKING AT THE CONFERENCE

He made the appeal while officiating at the HR Glamour dinner  Night held after three days   Annual Conference in Kampala under the theme “Human Resources as an enabler: Leading Change, Unlocking Potential, Sustaining Growth”

Bbosa expressed optimism that the law will  regulate HR profession  and put practioneers in order amidst global employment disruptions.

“Human Resource Managers’ Association Of Uganda aims at instituting standards, enhancing development and promoting HR best practices.We therefore cant move forward unless HR law is in place,”Bbosa explained.

According to the President major HR challenges in Uganda include recruitment and skill gaps, particularly in technical and healthcare fields.

Other key issues are manual and inefficient administrative processes for attendance and leave management, and a low overall Human Capital Index which indicates potential productivity loss due to gaps in education and health. Additionally, businesses struggle with issues like low employee morale, performance evaluation, and adapting to digital transformation
