DPP DROPS CHARGES AGAINST PROF  WASSWA BALUNYWA

Lino Anguzu the Director of Public Prosecutions (DPP) has officially terminated corruption proceedings against reknowned Prof Waswa Balunywa  ex  Makerere University Business School (MUBS) Principal and his co-accused, Ms. Jacqueline Namaganda.

In a November 7, 2025,  nolle prosequi  signed by former DPP Jane Frances Abodo, the prosecution informed the Anti-Corruption Court of its decision to discontinue all charges against the two.

“This is to inform court that the Director of Public Prosecutions has decided to discontinue proceedings against A1, Professor Waswa Balunywa, and A2, Jacqueline Namaganda, charged with three counts of abuse of office c/s 10(1) of the Anti-Corruption Act Cap 166, and three counts of neglect of duty c/s 101 of the Penal Code Act Cap 128,” reads the nolle prosequi in part.

The charges stemmed from allegations that between February and April 2023, Prof. Balunywa irregularly recruited three administrative assistants who allegedly lacked the required academic credentials for their positions.

He was first arraigned before the Anti-Corruption Court on September 2, 2025, and subsequently remanded to Luzira Prison pending further investigations.

During the proceedings, the prosecution argued that the recruitment process resulted in financial losses to the government, forming the basis of the corruption case.

After spending three days in Luzira, Prof. Balunywa was granted bail of shs 15 million cash by Chief Magistrate Racheal Nakyazze on September 6, 2025.

About Prof Waswa Balunywa

Professor Waswa Balunywa is currently a consultant and trainer who has been serving in the education sector for over 35 years. He currently consults in the areas of Leadership, Change Management, Economics and Entrepreneurship. He served as the Principal of Makerere University Business School (MUBS) for over 20 years.

Professor Balunywa holds a PhD in Entrepreneurship from the University of Stirling in the United Kingdom and has an MBA and a Bachelor Degree of Commerce both from the University of Delhi in India.

Professor Balunywa is also a social entrepreneur and supports vulnerable persons in his community. The Balunywa Foundation, of which he is a Director is training women in business startup and trying to put girls who cannot access education in schools. Recently he started the Balunywa Leadership Academy that is empowering fresh graduates. He has also been running a free online leadership training for over 4 years, He runs online programs for Youth and mentors numerous young people preparing them for the world of work.

He has served as a Director on different Boards including the Bank of Uganda, Uganda Airlines, Coca-Cola among others. He currently serves on the MTN Mobile Money board, Madhvani Group (Kakira Sugar work Limited Board) among others. He is a patron of different associations including the largest students’ organization in the world AIESEC (Uganda Chapter) and YPMA.
