Fellow Ugandans,We are a proud nation rich in land, talent, and spirit. For decades, we have relied on the strength of our soldiers to protect our borders and keep us safe. The courage of our men and women in uniform has served Uganda well.

But let us be frank and honest with ourselves: the stockpiles of guns, tanks, and missiles no matter how powerful, cannot feed a hungry child, cannot buy medicines for a sick mother, and cannot pay the debts that choke our economy. Security alone is not development.

When generals and military commanders run the affairs of state, we may have order; but order without opportunity leaves people in poverty. Today, Uganda needs a different kind of command, not commanders of war, but commanders of the economy. We need leaders who understand budgets, jobs, health financing, and how to turn our resources into prosperity.

That is the task I have accepted. I am a fiscal policy analyst , trained, experienced, and committed, and I know how to restore economic dignity to our people. I know how to put medicines back on hospital shelves, pay our teachers fairly, fund our schools, and create jobs for our youth. I carry the expertise to change policy into practical results.

My promise is simple and bold: to shift the nation’s leadership from the barracks to the boardroom ,from weapons to welfare, from tanks to textbooks, from sirens to salaries.

Under our Human Capital Development Commitment, we shall deliver results that touch every home: 87,000 new primary school classrooms to end overcrowding.

There will be equal pay for all teachers, both arts and sciences and a national school feeding policy so that no child studies on an empty stomach.

there will be increased UPE capitation grant to UGX 200,000 per pupil, and USE capitation grant to UGX 500,000 per student and 200 new public secondary schools and 10 modern 20,000-capacity stadiums across the country.

under my leadership there will be free sanitary pads and tax-free sanitary towels for all teenage girls in schools.

I will also Upgrade football pitches per parish and 10 national sports academies for all disciplines.

Upgrade all district hospitals to regional referrals and all regional hospitals to the national referral level.

A National Ambulance Service with ambulances at every Health Centre IV and air ambulances in each of the four regions. I will ensure that 10% of the national budget dedicated to the health sector with a national health insurance fund with families contributing only UGX 20,000 per year.

i will snsure that i construct housing for health workers near health units. and rehabilitate centres for youth struggling with drug and alcohol abuse.

This is not a rebuke of those who protect us ,it is a call to balance and dealing with primary problems because, at the end, even soldiers need hospitals, education, and salaries that are solved by finance.

Fellow Ugandans, trust in competence. Trust in a plan that puts people first. Trust in leadership that will economically liberate Uganda and restore dignity to every family.

Rise with me. Let us choose economic commanders who will build, nourish, and empower our nation. Together, we will fix the economy and put money back into the pockets of Ugandans.

H.E Nathan Nandala Mafabi,

FDC Presidential candidate 2026-2031.
